Joel was born January 1, 1956 in Pampa, Texas, to Katherine Francis Topper and James Milton Finsterwald. He was a lifetime resident of Wheeler County, where he honorably served his county as a two-time Sheriff and many other years as Deputy Sheriff for the Wheeler County Sheriff’s Office. He also served his community as an EMT for the North Wheeler County EMS. But even before he became Peace Officer, he proudly worked in the oilfield as a derrik hand and driller. He loved his ranching work and to go fishing & hunting. He collected guns and was a proud Wheeler Mustang Fan. But what he loved even more than any of those things, was being a Papa to his 5 grandchildren.
He was preceded in death by his parents; and 1 brother-in-law, Rick Woollard.
Survivors include his wife, Debbie Finsterwald, of Mobeetie; Caleb Finsterwald and wife Heather, of Amarillo; 2 daughters, Lyndi Smith and husband Jace, of Mobeetie, Lezli Burgess and husband Cameron, of Australia; 5 grandchildren, Cheyenne Christian, Britt Finsterwald, Eliza Smith, Everett Smith, and Kipling Burgess: a brother, Larry Finsterwald;
and a sister, Judy Woollard.
In lieu of flowers, the family asks that donations be made to the Fallen Peace Officers Association, North Wheeler CO. EMS, the Wheeler CO VFD, or any of the Wheeler CO. scholarship programs.
